State Governments to Auction ₹24,400 Crore in Securities

October 17, 2026

Several state governments, including Andhra Pradesh and Tamil Nadu, will auction a total of ₹24,400 crore in securities through re-issuance of existing stocks. Auctions will be price-based.

States to Raise ₹24,400 Crore via Sovereign Securities Auction

Multiple state governments have announced auctions to raise ₹24,400 crore through the re-issuance of existing securities. The Reserve Bank of India will conduct the auction on behalf of the states, with Andhra Pradesh offering ₹1,000 crore in the re-issuance of its 7.68% SGS 2051 bond. Other participating states include Tamil Nadu, Rajasthan, and Gujarat.

The auctions will follow a price-based mechanism, allowing market-determined yields. These tap sales are part of states’ ongoing market borrowings to fund infrastructure and fiscal obligations under the fiscal deficit ceiling set by the Finance Commission.

Implication for practitioners: State debt instruments are critical for institutional investors and municipal bond funds. Legal professionals should assess creditworthiness, issuance documentation, and covenants, particularly in light of state fiscal health and central borrowing constraints.
