FEMA Export-Import Reforms Effective 1 October 2026

October 10, 2026

RBI overhauls export-import rules under FEMA 2026, streamlining EDF filing, advance payments, set-off norms, and AD bank enforcement powers.

FEMA Export-Import Reforms Effective 1 October 2026

The RBI’s 2026 overhaul of the FEMA Export-Import Regulations introduces significant procedural changes effective from 1 October 2026. Key updates include revised timelines for Electronic Declaration Form (EDF) submission, rationalised rules on advance payments, and clarified set-off mechanisms between export and import obligations.

AD banks now possess enhanced authority to assess compliance and impose corrective measures, including freezing of unresolved obligations. The reforms also standardise documentation for consignment-specific reporting and tighten reconciliation of shipment-to-remittance cycles.

The amendments aim to reduce regulatory arbitrage and improve data accuracy in India’s trade balance reporting. Practitioners must guide clients on revised compliance checklists and audit preparedness to align with the updated regulatory framework.
