RBI to auction ₹31,200 crore in state government securities, including fresh and re-issued bonds from Assam, Bihar, and others. Auctions use yield and price-based methods.
State Governments to Raise ₹31,200 Crore via Bond Auctions
The Reserve Bank of India will conduct auctions for state government securities aggregating ₹31,200 crore. Assam will float ₹1,000 crore of 11-year securities via yield-based auction, while Bihar will re-issue two tranches: ₹1,000 crore of 7.71% SGS 2044 and ₹2,000 crore of 7.76% SGS 2051, the latter under a price-based auction.
These auctions form part of the states’ borrowing programmes under the fiscal framework monitored by the RBI and the Finance Commission. The mix of fresh issuance and re-issuance indicates a strategy to deepen liquidity in benchmark state securities while meeting immediate financing needs.
Legal practitioners should note the growing complexity in state-level debt structuring, with varied tenors and auction methodologies. The re-issuance mechanism enhances tradability and is relevant for repo market participants. Compliance with bidding norms and settlement timelines remains critical for market integrity.
