GST Refund Reforms: Automated Processing & 90% Provisional Refund

October 11, 2026

New GST refund reforms introduce automated processing, provisional refunds up to 90%, and revised timelines to reduce pendency. The changes aim to ease cash flow for businesses and streamline verification mechanisms.

Latest GST Refund Reforms: Faster Processing and Provisional Relief

The Central Board of Indirect Taxes and Customs (CBIC) has introduced sweeping reforms to the GST refund mechanism, focusing on accelerated processing through automation, provisional refunds up to 90%, and revised timelines for verification. These changes stem from PIB-issued FAQs and are expected to reduce refund pendency across sectors facing inverted duty structures.

Under the new system, eligible refunds will undergo electronic verification with minimal manual intervention, allowing for automated sanction. Where verification takes longer, a provisional refund of up to 90% of the admissible amount will be issued within 60 days from the due date of return. The remaining 10% is released upon final audit or reconciliation.

For practitioners, this is a significant improvement in GST cash flow management. Key attention should be paid to eligibility criteria — especially for refunds of accumulated ITC on input services and capital goods, with proposed timelines set for November 2026 and April 2027. These changes align with broader GST Council efforts to reduce litigation and improve taxpayer experience.
